This paper presents the design and implementation methodology of a Blockchain-Enabled Digital Pension Certificate (DPC) system that combines an on-chain Ethereum-compatible layer with an off-chain application and storage layer. Using a Design Science Research (DSR) approach, the system separates immutable, cryptographically verifiable state from sensitive personal data: certificate documents are stored on the Inter Planetary File System (IPFS) with only their cryptographic hashes and minimal metadata anchored on an Ethereum-compatible Anvil/Foundry test network through Solidity smart contracts. This paper details the research paradigm, the proposed system architecture, the end-to-end certificate issuance and verification workflow, the tools and development environment, the implementation methodology including issuance and verification algorithms, and the mathematical model governing hashing, transaction structure, state transitions, verification and gas cost. The design is intended to provide a decentralized, tamper-proof, cost-efficient and role-access-controlled platform for issuing and verifying digital pension certificates in e-governance settings.
