Introduction: This study examines the implementation of the local government’s free education policy in Manokwari Regency, West Papua Province, focusing on communication, resources, implementer disposition, bureaucratic structure, and the factors influencing policy implementation. The study employed a qualitative descriptive approach, using interviews, observation, and document analysis involving government officials, school principals, legislators, academics, and parents. The findings reveal that the policy, established through Regent Regulation No. 87 of 2025 and supported by Regional Regulation No. 8 of 2025, has received political and institutional support. Policy implementation is facilitated by government funding, school-level socialization, and the commitment of educational institutions. However, several challenges remain. Communication concerning the scope of free education, particularly in private schools, is not yet fully consistent. Limited operational funding, delayed payments for honorary teachers, and reported parental contributions indicate gaps between policy objectives and implementation practices. Furthermore, coordination concerning institutional authority, financing responsibilities, and complaint mechanisms requires strengthening. The study concludes that the implementation of free education in Manokwari has established an important foundation for expanding educational access, but its effectiveness depends on clearer policy communication, adequate resource allocation, stronger institutional coordination, and consistent monitoring to ensure that educational costs do not become a barrier for students.
