Registry of adolescents with special needs in Brazil’s Basic Healthcare Database: experience of the Angra dos Reis municipality, Rio de Janeiro, Brazil

Objective: This study analyzed the records of adolescents with special needs in Brazil’s Basic Healthcare Database (SIAB)
for the Angra dos Reis municipality in Rio de Janeiro State, Brazil, between 2001 and 2006. Methods: A descriptive study
examined the information in Datasheet A for families encompassed by the Family Health Strategy. Results: In 2004, a 784%
increase in the registration of people with special needs was noted for families registered with this system, with an increase
of only 7.46% in new registrations that year. This increase was particularly apparent among persons more than 14 years old,
including adolescents between 15 and 19 years old (15%) previously absent from this system. Conclusion: An analysis of
factors related to this upsurge in notifi cations pinpointed interventions through Community Health Agents undertaken by
the Angra dos Reis Municipal Health Bureau with the introduction of the Special Needs Care Program in December 2002.
An analysis of the SIAB database indicates considerable under-notifi cation of special needs prior to 2004 in the Angra dos
Reis municipality, although reported in Brazil’s 2000 Census. These fi ndings extended tertiary prevention and enhanced
comprehensive healthcare for people with special needs, especially those between 15 and 19 years old.
